From the outset, HSUK’s aim has been to use the intervention of new high speed lines to create an enhanced national network capable of delivering “hugely enhanced capacity and connectivity” between the UK’s major conurbations. There is no evidence that HS2 Ltd has made any serious attempt to design HS2 as an optimised national network.
