HS2’s predicted ‘carbon-neutral’ performance – fundamentally at odds with the 80% reduction target of the 2008 Climate Change Act – is a direct result of HS2’s failure to deliver “hugely enhanced capacity and connectivity.”

By contrast, HSUK could deliver over 600 million tonnes of transport CO2 reductions over a 40 year period.
